Normative - legal framework of activity

The Ministry of Economy has been established by the Decree of the President of the Republic of Uzbekistan "On reorganization of the Ministry of Macroeconomy and Statistics of the Republic of Uzbekistan" №UP-3183 dated December 24, 2002 and the Resolution of the Cabinet of Ministers "On organizational issues of activity of the Ministry of Economy of the Republic of Uzbekistan" № 37, dated January 22, 2003.

The regulations and organizational structure of the Ministry of Economy of the Republic of Uzbekistan have been approved by the Resolution of the Cabinet of Ministers "On organizational issues of activity of the Ministry of Economy of the Republic of Uzbekistan" № 37, dated January 22, 2003

Main functions and rights

Ministry of Economy of the Republic of Uzbekistan undertakes realization of its responsibilities by means of development and provision of realization of forecasts and programs of socio-economic development of the country and coordination of the ministries and departments activities, which are part of the economic sector of the Cabinet of Ministers of the Republic of Uzbekistan. 

According to the Decree of the President dated December 24, 2002, the main tasks of the Ministry are as follows: 

• provision of macroeconomic stability with stable, balanced and dynamic development of economy;
• establishment of multi-sectoral and effective functioning economy, providing a leading role of the private property, development of market infrastructure;
• implementation of target structural policy, aimed for effective and rational use of rich natural, raw and mineral resources, industrial and scientific potential created, development of export capacity and provision of wide integration of economy of the republic into the world economy;
• establishment of new labor vacancies, solution a problem with the rational employment of human resources, strengthening targeted social security of population, provision of stable and progressive rise of population welfare level, development of social infrastructure;
• provision of compound development of economy in the regions, efficient and effective development and distribution of employees in the territory of the republic;
• depending on aims and priorities of the development and democratic transformations of the society, development a of thoroughly considered strategy for further liberization and reformation of all sectors of the economy, introduction of market methods and ways of economic management;
• implementation of complex systematic analysis of main macroeconomic indicators, level of economic and social development of the republic in a whole, regions and branches, studying economic and social development trends, revealing existing economic disproportions and justification the ways for their solution;
• development of different scenarios for the economic development, short and mid term forecasts and socio-economic development programs in terms of the country, regions, branches and sectors of the economy;
• development of the most important cost, material and labor balances;
• development of effective mechanism providing inter-linkage between main macroeconomic indicators and financial-credit aggregates, government budget parameters, foreign trade, payment and inter- industrial balances;
• development of demographic forecasts, programs for: strengthening targeted social security of population, satiating the internal consumer market, raising the level of population welfare, development of the social infrastructure;
• development of mid-term forecasts for structural reforms in the economy, development programs, modernization and technological renewal of key industries, localization of production, introduction of modern resource saving techniques;
• works coordination in development of short and mid-term investment programs providing achievement of the structural policy aims, complex development of the regions;
•  development of the proposals for stimulation of export potential development, optimizing foreign trade and payment balances, carrying out preparation of forecasts for the export of goods (works and services), participation in the development of strategy for the integration of the republic into the world economic system.
